How long to spend
Short answer: give the park itself about an hour, and an hour and a half if you are photographing. The monkeys reward standing still rather than moving around. Then budget a full day if you are coming from Tokyo, or half a day from Nagano city.

At the pool

The park is small. You can see all of it in ten minutes, which is why people ask whether an hour is too long. It is not. The first ten minutes are spent taking the same photograph as everyone else; the next fifty are when a mother grooms an infant on the rock beside you, or two adolescents fall in. Standing in one place and waiting is the whole technique. In winter it is also cold work, so read what to wear before you plan to stand still for an hour at −10 °C.

The walk you have to add on either end

1.6 km each way, 30 to 35 minutes, unpaved and uphill overall going in. That is roughly an hour of walking around whatever you spend at the pool, and more if the path is icy and you are being careful, which you should be. The detail is on the walk to the park.

A day from Tokyo

Roughly three hours out, roughly three hours back, an hour of walking, an hour at the pool, and the connections in between. That is a full day and then some, and it does not leave room for Zenko-ji or a proper lunch in Nagano. Start early enough that you are on the trail in the morning rather than pushing against the park’s 16:00 winter close. The routes and times are on getting there from Tokyo.

A half day from Nagano

Much more civilised. Forty to forty-five minutes on the Snow Monkey Express to Kanbayashi Onsen, the walk, the park, and back, and you still have an afternoon. This is the version I suggest to anyone who can spare a night in Nagano city rather than doing the whole thing from Tokyo in one push.

Insider tip

If you are staying in Shibu Onsen or Yudanaka you can be at the pool close to opening, which is the quietest and usually the best hour of the day. It is the single easiest improvement you can make to this trip.

Do not schedule anything tight afterwards

Buses in winter run in winter conditions. If you have a shinkansen seat booked for a specific time, give yourself a margin you would be slightly embarrassed to admit to. The whole day works better if nothing after it depends on it.
